Redevelopment is a primary tool used by the City of Sparks to keep local taxes at home and in the project areas that generate those taxes, to revitalize areas of neighborhoods and business districts.
The Sparks Redevelopment Agency currently governs one redevelopment area inside of the City of Sparks, Redevelopment Area 2. It has the power to buy private property for resale; reallocate property tax increment to finance the redevelopment program of the community; and use eminent domain (condemnation) to acquire property.
The Sparks Redevelopment Agency previously governed Redevelopment Area 1 which began in 1978 and was recently terminated on June 30, 2023. Successes in this area include public improvements along Victorian Avenue to create a public entertainment place, improved parking with a 420-space parking garage, a Victorian-themed area for hosting special events, the Century 14 Movie Theater Complex, construction of a 702 space Victorian style parking garage, and the development of commercial space and 740 dwelling units.
