Redevelopment Area 2

The redevelopment plan for Redevelopment Area 2 was adopted in 1999. This plan includes three discontiguous districts:  Sparks Marina, Oddie Boulevard corridor and Southwest Industrial (a.k.a. Conductor Heights).

As envisioned by the plan for Redevelopment Area 2, the Sparks Marina (Redevelopment Area 2C) has transitioned from a quarry that flooded in 1997 to a mixed-use development oriented around the resultant lake. Today, the Sparks Marina Park is a beloved community amenity that offers recreational water opportunities such as swimming, fishing, and boating. Over the years, a significant amount of residential and commercial development surrounding the Sparks Marina has occurred. As of 2024, approximately 1,100 residential units have been constructed. In addition, approximately 1.4 million square feet of commercial space has been constructed within the Legends development.

Oddie Boulevard (Redevelopment Area 2A) has also experienced a diversification of uses and investment. Residential development including 288 apartment units at Parq Crossing and 56 apartment units at the Hub at Oddie have enhanced the Oddie Boulevard Corridor. The former Lowe’s Home Improvement building has also undergone an adaptive re-use. The initial tenant, The Generator, began operations in 2022. The Generator is an artisan and maker’s space popular with artists involved with the Burning Man Festival. Other planned uses such as retail uses and food and beverage businesses are also planned within the shell of the former Lowe’s building.

The Southwest Industrial area (Redevelopment Areas 2B) transitioned from single-family to industrial uses and includes small lots that aren’t conducive to contemporary industrial and commercial use. The redevelopment plan for Redevelopment Area 2B envisions lot acquisition to consolidate lots and the installation of public infrastructure to service commercial and industrial uses.
