Planning Division
This Planning Division is responsible for development review, processing of planning applications, plan checking, and business license review. The Division works closely with citizens, agency partners, developers, and other stakeholders to review and process planning applications, including administrative reviews, conditional use permits, planned developments, subdivisions, comprehensive plan amendments, rezonings, annexations, variances, and major and minor deviations. This Division also focuses on the long-range needs of the community by implementing the City of Sparks Comprehensive Plan, maintaining the zoning code, and participating in the regional planning process and other regional programs and committees.

Information and Submittal Requirements
Electronic Plan Review Transition
Starting October 16, 2025, the City of Sparks will utilize Accela Citizen Access for the submittal of Planning applications and ePermitHub Digital Plan Room to review Planning applications. Once launched, staff will provide comments via the Digital Plan Room, and all revisions must be uploaded to the Digital Plan Room.

Fiscal Impact Analysis
Please Note: The City of Sparks conducted a Long-Term Fiscal Health Analysis in 2019 and now requires a fiscal impact analysis for Comprehensive Plan Amendments for sites over 5 acres, Annexation requests, expansion of the City’s Sphere of Influence, and all development projects on green-field sites of 20 or more acres. Please use the link provided here to access a memorandum identifying the Fiscal Impact Analysis Guidelines. Feel free to contact Planning staff to discuss the applicability of a Fiscal Impact Analysis prior to submitting any new project.
