The City of Sparks partners with UMR, a UnitedHealthcare company, to provide the City, third-party administrator (TPA) services. This means that UMR is the City's partner in processing member Medical/Dental/Vision claims. UMR will work with the City's other benefits partners, Guardian (dental network) and VSP (vision benefits) to ensure claims are processed timely and accurately. 

UMR also provides access to the national UnitedHealthcare Choice Plus Network. The UnitedHealthcare Choice Plus network offers City of Sparks plan members a wide selection of quality health care providers in the region and state, as well as nationwide.

Medical, Dental, Vision and Pharmacy Insurance Benefits

When seeking Dental services, please remember to provide your insurance card and let your provider know you are utilizing the Guardian network.

UMR only processes claims and administers claim payments to Dental Providers. However, the preferred provider directory is provided by Guardian Dental.

Purpose: The purpose of the Group Health Care Committee is to discuss cost containment measures and to recommend to the City Council any benefit changes to the City's self-insured group health and life insurance plan.

Operating Engineers Local 3, the Sparks Police Protective Association, and International Association of Firefighters Local 731 are the "Voting Groups". One voting member and one alternate represent each Voting Group and are appointed to their positions by the membership of their respective recognized bargaining units. 

In partnership with the City of Sparks, UMR will be providing a representative to support members of the City of Sparks' Group Health Plan onsite, every 3rd Thursday of a month.

What can they help with? 

  1. Resource for Plan Benefits:
    • Act as a knowledgeable resource for plan benefits.
    • Provide detailed information and support to members regarding their plan options and benefits.
  2. Guidance on Locating In-Network Providers:
    • Assist members in locating in-network providers.
    • Offer to assist in scheduling appointments with providers.
  3. Updating Eligibility Letters:
    • Assist with updating eligibility letters related to subrogation or other insurance matters.
    • Ensure accuracy and timeliness in the communication of eligibility information.
  4. Guidance on Payment Methodology and Claim Status:
    • Provide guidance on payment methodology and claim status.
    • Assist members in obtaining necessary information to have claims processed.
