Dion Louthan
Dion Louthan was sworn in as City of Sparks City Manager on June 10, 2024. Mr. Louthan has been a leader in municipal government for more than 25 years.
Prior to his appointment as Sparks City Manager, he served as the Assistant City Manager for the City of Roseville, California, overseeing an operational budget of more than $150 million, while leading the Police, Fire, Parks, Recreation, and Libraries departments. He previously led the Information Technology, Human Resources, and City Clerk departments, and served as the City's Parks, Recreation, and Libraries Director, overseeing 80 parks, three aquatic facilities, more than 4,000 acres of open space, three libraries, two community centers, and the Maidu Museum and Historic Site. Additionally, he has held leadership roles in the cities of Henderson, Nevada, and Salina, Kansas.
Mr. Louthan was born in Portsmouth, Virginia, and raised in Hugoton, Kansas. He earned his Bachelor of Science in Education (BSE) in Recreation Management from the University of Kansas.
Mr. Louthan has been recognized for outstanding leadership, customer service, and communication skills, excelling in citywide process efficiencies, development projects, and related negotiations.
